If a vehicle is registered in one of the 13 covered counties, it generally needs a passing emissions test each year before the registration can be renewed. The same applies to most used vehicles a dealership sells.
- Applies to most gasoline cars and light trucks roughly 3 to 25 model years old.
- Generally exempt: the newest model years and vehicles 25+ years old.
- Dealerships: used inventory typically needs a passing test before resale.
- Fleets: each covered vehicle needs annual testing to stay registered.
